OJC Job Corps Center Video Surveillance Project

The Oconaluftee Job Corps Civilian Conservation Center was in need of a complete indoor and outdoor video surveillance system. They contracted with Inter-Pacific Inc to have an IP based system installed throughout their campus. Inter-Pacific supplied the design and materials, and then contracted CAT Networks to perform the installation. The Job Corps selected NUUO for the IP recording and viewing software, and they requested that the outdoor security cameras be the Axis fixed zoom Q1755-E and the Axis PTZ Q6034-E. The indoor cameras would be the Vivotek vandal proof dome FD8134V.

There were four dorms that required six security cameras each. The horizontal cabling was category 5e, and the switches were 10/100 Dlink 24 port POE. The switches were tied together with pre-existing 62.5 multi-mode fiber. The one gigabit transceivers were also Dlink and had an LC interface. The surveillance cameras inside the dorms were all vandal proof domes that were ceiling mounted and positioned to cover all of the entrances to the building, and this is where we installed the Vivotek cameras. They are POE capable and have infrared LEDs to illuminate the viewing area when the ambient light is insufficient. The Vivotek camera had an IR cut filter and compressed video to the H.264 standard. There were two security cameras in each hallway and two security cameras in the lobby/commons area. The OJC staff was very pleased with the coverage.

The cameras on the outside of the dorms were made by Axis. There were thirteen of the fixed zoom Q1755-E. These are technically indoor cameras, but we installed them inside an IP66 rated enclosure with both a heater and blower for adverse weather conditions. This security camera is capable of 1080i HDTV recording with H.264 compression for efficient bandwidth and storage. It runs off POE, but we needed to supply 24VAC for the weatherproof enclosure. The Q1755-E has a 10x optical zoom and a 10x digital zoom. That's a 120x zoom capability!

 

 

 

 

 

 

There were parts of the campus that required more coverage than a stationary security camera could provide. The surveillance requirements for these six areas required a "pan-tilt-zoom" camera. The Q6034-E camera supplies surveillance video in 720P with H.264 compression. It is capable of 360 degree panning, 18x optical zoom, and 12x digital zoom. It comes in an outdoor rated enclosure rated at IP66. It can view in color in lighting conditions as low as .74 lux and B/W to .004 lux. It also comes with its own high POE midspan power supply that supplies 60w over cat 5e cable. The speed and response of the camera mimicked an 24VAC powered unit rather than a POE. The only disappointment in the camera was the dome cover which had a crease on it. The camera is designed to view "above horizon", but the dome cover has this crease at the horizon line. Therefore, you have this blur at the horizon line of the image when you try to view higher.

 

 

 

 

 

 

The road leading up to the campus first passes by the Administration building. Due to all of the vegetation and the distance of the building from the road, the Job Corps opted to have a metal pole installed to support the PTZ camera. The chosen pole was a fifteen foot FHB lighting square light pole. The pole required a two foot diameter and five foot deep concrete base. This required nearly a half yard of cement. We needed to dig a forty foot long eighteen inch deep trench to conceal the 3/4" pvc conduit for the direct burial rated category 5e cable. The cable run was nearly one hundred feet and went from the Job Corps MDF to the surveillance camera.

 

 

 

 

 

 

There were two NVRs running the NUUO software. One NVR was dedicated to the indoor security cameras, and the other was for the outdoor surveillance cameras. An Intel Core i7 processor managed the load very easily in each NVR.
